Cell phone unlocking website development

Hi, We own a site called [login to view URL], which is ready for a revamp, with the site to be built from scratch. The inspiration of the redesign and code should be based on [login to view URL] and should, feature-wise, be a clone of it (obviously all our coding will be original). There will need to be a "choose your phone" widget as at [login to view URL], as well as a backend for organising orders, and a system for sending the code to the customer. This is all based on an API from our unlock code servers, which I will send to the winner. Please send an accurate quote of the cost of design and the cost of development. Please let me know how the cost of design/development are split, as I may be able to use a template instead of a full-blown redesign. Also, the budget set is not binding.
