CMS Gaming Ladder system

We need a fully functioning Ladder system, we need everything build to it. But are a little community, and very spare funds. I have looked at eliteladders. and that seems to have what we need. but its out of our price range. Design, Coding and anything els needed will you have to do your self, as we have no experience in it.
