Build customizable progress bar - Wordpress Plugin

Need someone to build a Wordpress plugin that does the following: 1. Ability to show a progress bar using short code on a post/page 2. Progress bar can be customized with user color of choice. 2.1 User can specify at what percentage the progress bar will change colour( Refer to 4.3 for relevance ) 3. Width and height of progress bar is customizable. 4. Most importantly, user can specify how the progress is calculated. Example of calculation: 4.1 display progress using percentage by specify X and Y value 4.2 the X and Y value could be a user specified number. Example user can specify X is 10 and Y is 20, hence progress bar will show 50% bar 4.3 Or automatically calculate by specifying X is the total number of posts/page that have the same category/tag 5.
