Build Subscription/Membership Style Website

I need to develop a website that's not too dissimilar to [url removed, login to view] or mysinglefriend.com.au.....but for totally different purposes. I need to be able to make small, regaular updates to the website myself and it needs to be a very simple to use site.
It will have a membership registration and login and each member will need to be able to contact others on the site securely. There will need to be some form of subscription payment option, although this can be incorporated at a later date as it will be free to join until there are enough members to warrant payment.
It will need to have an SMS function so that contact can be made instantly and it will have a forum/chat page for members. There are two purposes to the site and each will use the site in the same way but for different purposes and there's potential for other purposes down the track so it will need to be able to incorporate this.
If you have an exceptional eye for design as well as development then that will be additional work on top of the build and if all goes well there will be regular and ongoing maintenance and site updates as the membership numbers grow if that's of interest.
