Basic Web Application Needed - web 2.0 design

I would like this written in PHP, Either CI or Symfony 2,1 & MySQL. If you feel you can do this using Wordpress or something else, please specify when bidding otherwise I will assume you are going to use CI or Symfony2.1 It will need to have a clean, good looking web 2.0 design with HTML5 & CSS that will need to be validated The aim/functions of the website. This is a food ordering web application. Please note, the only payment part to this website will be a ‘Admin User’ user that pays a recurring amount to be able to use the site. You will need to integrate Paypal to accommodate this. People will NOT need to pay when ordering food. A Front End User will sign up to the user group of an Admin User and then will be able to make a food order by entering the Name of the Place they want the food from and then what food they want, along with any additional items. They should be able to enter orders up to a week in advance and there should be a history or all previous orders made with the option to 're-order' a previous order. The Admin user will create the user groups and create sub-admins. They will assign user groups to the sub-admins. These sub-admins will then be able to see all the orders from users in the group they have been assigned to. The sub-admin user should then be able to print a list of all orders out which will be listed alphabetically or by Shop Name if the user chooses. I also expect standard account controls for all users. They should also be a Site Admin Level User, that will be able to control things on the website and other users. There should be a standard registration form for the front end user with email verification. Once the Front end user has verified they can go onto their account and enter a Group code and a password. These will be made by the Main Admin and given out manually, or via email If you have been reading so far, please enter 3997kpc It will consist of 4 Types of users: 1st – Site Admin. Will need to control all the usual, including editing page text etc. The site admin will also need to be able to control accounts, e.g. enabling them, disabling them. Putting them on hold. Controlling recurring payments. 2nd – The Main Admin – Sign up via the website will be required and a recurring payment option for payment (paypal) will need to be implemented. Once the payment has been accepted by paypal the account will need to be automatically activated via a paypal confirmation. The account will also need to check every month that the recurring payment has been received. If not, the account will need to be put on hold and the site admin to review this account. The Main Admin will be able to make a sub-admin accounts - The main admin should be able to change/reset passwords, change user names, add sub-admin users. 3rd – Sub admin account – This account can only be made by a Admin Account, and the Admin account will be able to control the sub-admin accounts privileges. The sub-admin will be assigned groups and will be able to see the orders in those group. They should be able to print and filter those orders. 4th - Front End User - This user will need to register via the website, specific groups, using a code and password given to the by Admin account users (offline) and will be able to place food order. They should also be able to delete & edit them if the sub-admin hasn't already marked it - *On it's way* There will be a few minor function alterations along the way so please bare that in mind when bidding. * Deliverable* You will need to install this web app onto my server I will need the code, design, psd's, etc and all other relevant files. These will also be my copyright once payments have been made *What I expect from you* To be on available on an instant messaging program rather than using emails. – I Like Skype. A short voice call on skype (for 5 or 10 mins) on Monday and Friday each week to discuss progress and discuss any problems that we come across.
