I'm not sure what to call this exactly, so please excuse the title if it's not descriptive enough. I need a "terms of agreement" page that requires a user to agree to the terms before they continue on into the website. There must be no other way to view the other pages without agreeing to the terms once per session: meaning that a user should not be allowed to view an internal page via bookmark, or even view an internal page from an outside link without agreeing to the terms. At this point I don't know anything about the website except that it is created in frontpage. I don't have hosting info either. I would prefer something that is simple to install. If you have questions for me, please include them in your bids and I will try to find the answers for you. Thanks!
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Thanks for your bids. Most of you have detailed two solutions:
1) A javascript cookie solution
2) A php solution
I'm definitely interested in the php solution as it cannot be disabled by turning off javascript in the browser.
I relayed this information along with my questions to the client, and she informed me that she does not have hosting yet. I convinced her to sign up with a linux/php/apache host. I will wait until this is done before I lock in a bidder. Thanks for your patience!
