Develop messenger cum sms services

Hello , I want to design a messenger cum sms application . I want to coder to guide me and let me know what is required and how much will it cost . I would like to build something like [login to view URL] . This is a messenger service which allows sms services to Phillipines . I would like to have this service for India , Sri lanka and other asian countries as far as possible . UK and US will be an added advantage . I require a coder who will explain how this application will be design and what all is required . you can mention the details with your bid . Buyer will receive exclusive and complete copyrights to all work purchased.
