Development tracking website (PHP/HTML/JS)

Hello, Attached are the concept shots for a web app I need designed using PHP and Javascript. This is a web app that tracks development of infrastructure across a country. There is a lot of javascript in the front-end involved, and the back-end uses PHP. The following functions are required: - One can view a country with all states clickable - When a state is clicked, the state is zoomed into - When a local government or province within the state is clicked, you see detailed about the projects within the state - Users can upload photos that are time-stamped - There is an option to allow user upload of photos or not - There is also the option to only allow signed in and approved users to view item - Comments should be able to be added, but the comments have to moderatable. - There should be the ability to add video comments from YouTube - The administrator should be able to control everything (delete comments, etc) - Users can be notified See attached screenshots, they give a clear idea how it should look. ## Deliverables 1) All deliverables will be considered "work made for hire" under U.S. Copyright law. Employer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the employer on the site per the worker's Worker Legal Agreement). 2) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 3) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Employer's environment--Deliverables must be installed by the Worker in ready-to-run condition in the Employer's environment. b) For all others including desktop software or software the employer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this project. ## Platform PHP, Server
