Cut PSDs, WordPress and launch the website

I need someone that can take PSD files (design of our website), cut them up to HTML, hook that up to WordPress, and load about 60 pages of content. Requirements: - All code must be W3C compliant, valid CSS. - The site will not have much functionality besides contact us form that will send an email. - Site must be speedy. What does that mean? Site must not have any issues while checking with these four tools: a) Yslow plugin (yahoo website speed testing plugin) b) Google site speed test tool: [login to view URL] c) [login to view URL] d) [login to view URL] All of these tools do very similar checks, so if one tool won't find issues, others should be a breeze.
