After reviewing the requirements and the specification, I presume that the employer eventually desires a web-crawling solution that can endure long-term execution and incremental data update -- not just pulling data once for all. If this is the case, I would propose to build the crawler on the basis of sophisticated, open-source frameworks. Although this would require more funding and efforts to begin with, it may eventually triumph hand-made solutions in terms of performance and extensibility.
