Betfair automated betting system

I'm looking for someone to develop a system to interact with the Betfair betting exchange system and automatically place bets according to a given set of rules. The system will allow me to login and create new rules, modify the rules and delete them. Betting rules can be created to apply to a specific game only or can be applied globally or to specific leagues (the system only needs to work with football). Each rule I create will be based on a variety of factors, all of which are available from the Betfair API. The system will check continually (up to 20 data requests per second) to see if conditions I've specified have been met. As soon as they are then the system will place a bet of the amount set up in the rule. I have wireframes and a technical spec available but I'm not sure how to post them here.
