Basic App: Mark Folders on Windows

Hi, I'm looking for an experienced NET developer who dabbled with Windows 8 and can create an app that will allow users to colorize their folders - basically it should allow users to access a menu via right-click and then select from pre-defined colors and icons for this particular folders. This will require knowledge of the Windows shell and how to modify the folders Budget is approx $150+ for a simple version and we can work on additional features adding more milestones on top of that. So keep the application simple and we work up from there
