Convert site to joomla include custom template

I have 2 websites that I need to convert to Joomla. This bid is for the first site (up to 15 pages to convert). The work should include: 1. Design/create/install a custom template for the sit. 2. install it on the server. 3. Add and customize all the modules/components as we'll ask for. 4. convert all the pages from the current static pages to the new site according to our needs. 5. convert all the art & designs from the current site to the joomla site. 6. adjust and fix flash component to fit the new site design.
