Design and Coding for Wordpress Site

We are a copywriting agency in Hong Kong seeking to build a Wordpress site from scratch. As it's hard to find the right images to complement the site, I have created a cartoon character called "Fat Lo", and am hoping to use graphical presentations of this character to spice up the site (AI files available). Attached are three drawings for reference. The web designer must develop 4-5 more scenarios featuring "Fat Lo" according to the content of each section. Style: decorated with hand-drawn office stationery such as pencil, tape, paper clip etc. other decorative elements can be polaroid pictures and simple sketched lines (crayon style) but not a must. apart from page contents, buttons or headline images should use a freestyle "handwritten" font Color Scheme: I am not looking for a colorful site. It should be simple and homogenous in color tone. Language: English and Chinese All copies will be provided so it should be a matter of copy and paste. I know Wordpress supports Chinese, but not sure if it will be technical challenge to have a language option. Important: I am not a technical person so designer must take this from start to finish, including launching the site and making in live once ready. A site map is also available. Thanks.
