Advice on SEO for Keyword Ranking

We have a website [login to view URL] and we are trying to rank on page 1 or higher on page 2 for the term bipolar and we are trying to get to page 1 or page 2 for the term bipolar disorder. We currently rank on page 2 for the term bipolar and page 3 for the term bipolar disorder. We are stuck. We have a bunch of writers, IT people, etc. Please bid on telling us what we should do that is WHITE HAT not stuff that will get us into trouble with the search engines. So please bid for advice not actually doing it for us.
