An Open Source Website Hosting Management System for All to Use

We need an open source website hosting system that allows anyone to upload a couple of files to their servers and get a free system that sells space on their servers and allows their users to create and edit their websites easily. For now, the system should be very simple. Just allow the users to buy, and add with coding if they know how to code and wygiwyg if they don't. Also, an ftp feature is needed. The layout needs to be changeable by the owner of the hosting site. We know this isn't exactly easy at all, but anyone who helps, on top of the money they receive, will be featured on the main site. We're not exactly rich, and this will definitely not make us richer, as we will probably be relying on donations after the product is finished. Now that that is on the table, we're looking for a fair and mainly cheap bid.
