Cell phone Ringtone application

I am looking for a PHP/MYSQL programmer to create a website for sending ringtones to any kind of cell phone on any service carrier in the US. (AT&T, Sprint, Verizon, T-Mobile) The website should work similar to this one: [login to view URL] I don't need all the features of that site but I do want the following features: - ability to upload mp3 clips and have the script automatically convert them to cell phone compatible formats. - ability to let users preview the ringtone - ability for users to purchase ringtones and pay through Paypal - automatically send ringtone to users cell phone via SMS or other method.
