Building a web database application to manage tenants/rooms/buildings

I want you to build me a web based application, so here is the story: I have some building that consist of many rooms in each building. I rent out the rooms and tenants pay monthly. I need a web based application to track room history (who is stay there, start when, exit when, etc), track and keep their payment history, display a report to see which room is available for rent today or the next few days, keep the tenants identity (phone number, etc), transfer tenant from one room to another room, create a bill and print the bill, etc, can handle partial payment, can handle multi method of payment, manage cost for each building, manage money deposit, etc. A room can consist up to 3 tenants. It will be great if each tenant can create their own account so they can login to see how much they should pay this month. This should be password protected so other tenant cant see other tenants bill. I should can set a right for other user to use this application, for example this user can not see some report, can display but can not edit, etc. No need to be multi currency, no need to have a fancy display/graphics.
