Build Me A Custom, Lightweight CMS Program (using PHP & MySql)

I currently have a custom CMS program but I does not function properly. I have asked for help fixing it but many tell me its better to start from scratch. So, I am posting this project to see if any of your are capable of building a Custom CMS that mimics the features and functions of my current CMS.
