complex data parsing and database formatting work

we have some data which needs formatting. we need a program making which will complete a set of procedures to any data set (of the same format). it is probably suited to a database and data processing expert. i have attached a list of the steps needed. this requires ability to understand complicated data and complicated procedures, and understand the procedure steps which we will instruct. the data in its original format can contain millions of rows, so some of the steps will require a powerful database software (probably sql) much of the work is creating tables, and looking up data from different tables to form one end table which needs to be exported to excel. (once the data formatting is done, the rows will reduce significantly, and should fall to a size which can be opened in excel) if it is sql, we need to be able to see progress of the work, so some form of sharing needs to be setup. this job can lead to future work, as it is the beginning of a large database which might later want to translate to a website. please visit this link to see all sample data files, screenshots and an example of the parsing program [login to view URL] check the 'related documents' folder for notes. notes are also attached. you must be available for skipe chat all the time, as regular communication will be done on scipe. i will hire the person who shows they have looked through the information given here, and also the person who i think has understood the task the best.
