PHP Image by UK geographic city

I am looking for a developer to write me code for a dynamic php website. This is how i imagine it, but im not really a coder / developer, so this can be changed if you think im doing this wrong! What I want. I have a high ranking website, the problem I have is people dont want to ring a national number they like to ring the local number that puts them straight through. So what I want is code / database that: Using the IP, looks up the local geograhic location. So if the user is searching from a leeds IP address, then the image in displayed on the website will be a leeds phone number. (I will provide all the images etc). It would be nice to have a back end with a list of all the UK geographic areas, where I can modify the image displayed which relates to the correct geographic. Also we dont have a local number for every city, just the ones we currently operate in, but if there was a way to collate the ip geogrpahic location data and display it for us, this would be really beneficial! ** Prioirty given to anyone who does not require usage of a thridy party provider.. i can set it up myself with a third party provider.*** Please quote fixed price, all source code etc must be supplied. Milestone will only be released one the code is fully functional on my website.
