Chat System With Ranking Capabilities

I need someone to write a text chat system similar to that of Hostgator. The answers will be graded and visual charts with the best experts on any field are updated and available for public viewing. \\\\r\\n\\\\r\\n\\\\r\\n\\\\r\\nThis project includes database engineering, code writing, gui designing, testing and documentation.\\\\r\\n\\\\r\\n\\\\r\\n\\\\r\\nI need this to be full OPEN SOURCE, the code fully commented, a proper installation manual, a database schema, an entity relationship model, anything that could explain perfectly how the system works exactly in a minimum of 30 pages manual. There are detailed system requirements that will be provided to the one to acquire the project and must be kept confidential. These requirements explain every menu, every user, every entity of the system and the only thing needed is an experienced programmer to put this in action.\\\\r\\n\\\\r\\n\\\\r\\n\\\\r\\nThe project will be split to 4 deliverables: 1) Database Engineering, 2) Code Writing 3) Gui Design 4) Testing. For each deliverable proper formal documentation explaining all aspects of any subject is needed.
