connectivity to mBLOX usa WAPpush

I have a platform connected to mBLOX in the US for mobile content delivery i am loooking for an individual with experince in this type of work, the platform is about 99% complete and just needs tweaking at the moment, my current developer ghas let me down quite drastically as such the budget has been close to wiped out ? need someone to help me get it done. There will be further work on this as time progressing including a mnthly maintenince contract to be awarded to teh developer who helps with this.? I need someone experinced in PHP5, has knowleddge of the OPPC regs from AT&T in the states, GCD on sprint and virgin etc.? as i saw it is nearly done there are literally a couple of things to do to get this a ok maybe 2-3 day days work including testing.? I have a MAX of $400 for this project if you can do it within this amount PLEASE DO NOT BID addtionally i am only looking for people with experience doing this work
