convert psd file to joomla template

We are a graphics design business with need for someone to do the web development work to turn our designs into fully functioning websites. I am looking for an ongoing partner to produce joomla templates from the graphics design work that is done by our designer. We will provide layered photoshop designs and will provide a psd file for each page of the site. The applicant will need to produce the joomla templates, add any modules that are specific to the customers requirement and upload it to our site to make it a working site. Most sites will have 3-5 psd files (homepage, contact us, content page is standard). Use of CSS and HTML5 is desired. The applicant should be highly experienced in Joomla and able to speak good written English and be responsive to emails and other methods of communication. If the applicant could give me an idea of the cost to do a standard web page as indicated above including setting it up on our servers and an indication of approximately it will take to complete each project after we have supplied the source files. If you have examples of previous HTML or Joomla work that you have completed in the past it will help your bid.
