Custom Wordpress Plugin

I need a plugin written for wordpress whereby my visitors can register and submit content that includes images from the frontend of wordpress, have the content posted as a post, and add the image to an image gallery according to the category that was chosen. The image in the image gallery must then link back to the original post if one clicks on it. This plugin is for a lost and found pet site. I only have a budget of $50 so if you cannot do it for that then please do not bid on this project.
