Convert Excel columns in to a form in php & mysql

I have this spreadsheet, it is use for gathering business requirements for software projects and turn it in to a staff management plan - see screen shot attached. I want to convert the spreadsheet into an web based tool, with a user interface and a database. So, my thinking is as follow. 1. When people go to the web address - they would get a home page that provide some information about the website and what it offer. Would be nice to use Joomla 1.7 for this, as all of that is available out of the box. 2. I would need users to login and register - again Joomla provides that plus the templates 3. Look at the [login to view URL] - I would need each user that register to enter there own project scope details, they could enter any number of scope details - what I mean is that they login, click a button to create project scope, then save it, they should be able to enter any number of project scope details. 4. The system should provide a dashboard to the user that list all project scopes that been created - they should be listed one by one and provide the option to printout or to create pdf 5. I also need the ability to create work package/steps of doneness - see second shot - there should be a tab in which users can enter there own work packages and name them and store them in the database. Also the admin of the system, should be able to create work packages to offer to the users of the system - the user should be able to select global work packages and save and be able to edit as there own work packages. 6. These work packages will become a part of estimating the effort of work from the project scope. So there should be one more screen for assigning work packages to project scope. That is it folks, this is not a big application - it is mostly forms to enter data - I think this could be done in Jomla 1.7 as it provides already out of the box functionality for user login, template, administration - so this could be done as a component - but of course I'm open to suggestions.
