Complete Admin control of User's login

We are looking for a developer to complete this today. We need the SuperAdmin of our For Sale page to have complete control of the Admin. Currently the site is set up as a listing site for Admins and the SuperAdmin to post listings. This SuperAdmin has control of all listings on the site. We need the SuperAdmin to have complete control of the Admins' logins. The SuperAdmin should have control by Delete/Edit/Add of the Admin list. This will create a security measure for the SuperAdmin to control the Admins' logins. The page is name "Admin Account" and should display the current list username's of the admins. Next to each Username there should be 'Delete' and 'Edit'. This will allow the SuperAdmin to remove the Admin or Edit the username and password. Once the SuperAdmin clicks on the 'Edit' link a new page appears with that Admin's username and password which the SuperAdmin can change. On the 'Admin Accounts' page there should be a 'Add' link at the top and bottom of the list for the SuperAdmin to add new accounts. This is based in PHP with a MySQL database.
