Build classified ads using codeigniter - see description

This project is for someone who can build a small "classified ad" section for my website. What I need is the following:

Using codeigniter (controller, model, view method), build a section in my site where users can post items and descriptions of items they have for sale. After a user posts the item and pictures he has for sale, I would like to have the item go to an admin page where an admin has to approve it. Once the admin approves it, the item for sale will be displayed, by category, on the classified ads page.

1. Form where users can post items for sale, pictures, descriptions, price...the normal classified ad.

2. After posting, the item gets sent over to an admin page where someone with the correct user level can approve, edit, or delete the listing.

3. After the "admin" approves it. The item will be listed on the page.

4. The main classified ads page will have a list of categories. When the user clicks a category, it will display all the items for sale.

5. The admin should be able to add/edit/delete categories as well.

Please note, I already have a user system so you won't need to write the code for the permissions...I'll add that later. I just need you to comment the code where the permissions should go.

My website is already coded for the most part. I just need this one section.

If your not familiar with how classified ads should look, please google "classified ad script or something similar". I do not need something incredibly fancy, just something that looks decent and works great.
