Bing or Google maps overlay with parcel boundaries

Overlay either Bing or Google map with parcel data( showing each parcel as a polygon).User has to be able to draw a shape to include wanted [login to view URL] area should be colored and number of included parcels should be displayed. After initial selection user has to be able to add surrounding parcels or delete originally selected ones to fine tune [login to view URL] selections should be saved to database as street addresses for all selected parcels. Should be able to load old selection again if user wants to change selected area in future.
