Auto-send Direct Message Twitter Script - repost

I'd like someone to write a script/program that allows my twitter account to automatically send a direct message (within 1 second, less than 1 second preferred) to a user-specific twitter account with a user-specific message whenever that user-specific twitter account sends out a "tweet" that contains user-specified info.
