Add logical test

I was wondering if there was a way to modify the code that is found here: [url removed, login to view]

(this code detremines the rank of previous questions, and then decides which ones have the highest rank and should be displayed on csr04013)

so that if when submitting this page:

if we have a situation where only one item has the highest ranking, we skip over the 013 page. So for example, if one item was ranked "very important", there would be a test within this function on page 012 (near the bottom of the page)

Maybe I wasn;t completely clear in my explanation of need, the list of attributes actually starts on page 08, and I am looking for a solution that will look at all of the attributes on pages 08-12, and then decide on page 12 if only one attribute has the highest ranking, if there are more than one tied, then fine, proceed in the same fashion as now, if there is only one that has the highest rank, that attribute will become the answer for page 13, page 13 wil be skipped, and the answer from page 13 (the only attribute with the highest ranking) will be piped into the question text on page 14.
