clone of web site just (one section)

I want to have a business rating website so people can rate and leave comment for businesses they like or hate.? I want to clone the hospital section of this site? "**revolutionhealth <dot> com </> hospitals**"? except i want an ajax search with boolean word lookup suggest. I will upload a pdf with more specifics this week. I have had bad luck with outsourcing projects, so I prefer US people but will consider anyone who can show me they have completed a ratings site, and used ajax code. Below are some things I want:

1. to create the ability for users to register, log in, and change their profile 2. ability for logged in users to provide a review of an business

3. ability for users to search for a business based on city/state searched and view ratings

4. ability for users to do proximity searches (zip code) and view ratings (optional)

5. ability for business admins to reply to a rating (similar to ebay? when you leave negative feedback for someone)

6. the ability for users to ?'police¹ each other (rate the rater and/or report abuse)

7. the ability for users to submit a new institution (moderated)(optional) An administration module/tool will also be needed to:

1. ability to add and edit institutions

2. the ability for you to block/disable users

3. ability to view a user¹s ratings/posts

4. ability to view an institution¹s ratings

Then some other aspects:

1. ability to run ads (openx)

2. track multiple posts by IP (spam)

3. import a database of roughly 20,000 institutions (name, city, state,category,...)
