Adsense/BidVertiser sort of Clone

I would like to have a clone of a website like Adsense or BidVertiser and the sort. My budget is very low, i just want it to randomly select ads which the advertisers add, and publishers show. A good admin panel is also required and basic GUI which should be very easy to edit. Advertisers should have a fund system, which means they can add funds and when the funds finish, their ads will not be shown. The funds should be added as soon as the payment is recieved via PayPal, this should be automatic. From the admin panel, i should have the ability to add funds to an account or payout money to someone. Being my budget very small(maximum of $10, you may post more in the bid but tell exactly how much you want in the PMB), i can give you free funds to the site i will make which will be coded out by you.
