Divide the 'Header.php' into two files

I want a coder to divide the current '[login to view URL]' file on my website into two So that is does not contain all the top half of my website. [[login to view URL]][1] I want ONE part to display the top logo, drop down links and the 'As seen on TV' and the flags. It will also contain the page title and meta tags. The SECOND header file will show the LEFT hand column of mu site ONLY, so the left hand links. This should be a simple task for a coder who knows php. The reason I want the header divided is so we can create unique page titles and meta tags for all pages with the FIRST header being a different one for each page, we need to easily change the left hand links from time to time, so these being the same file on all pages by creating a SECOND HEADER, it will be easy for us to change in one go....
