Classified Site Needs Coder

I am making a site that will allow people with fords to place classified ads. I have the site layed out, i just need someone else to code it for me. I would like all of the links shown in the included file and a full administration section. I am also looking for when the users place an ad, they will pay me using paypal. So if you have experience programming this, that is a plus. The dealers will get a discount when they place their 5th car and beyond. This site will be done entirely in **PHP/MySQL**. Using dreamweaver is a plus but not a necessity. If you have any questions please feel free to ask me. I need this project ASAP. **EDIT** I would also like the administration section to be dynamic, allowing the admins to change the content of all the displayed text on the site, like the index, about us, etc. And to clarify, there will be 2 types of accounts, a dealer, or a personal. The personal is just a person that will only use this site, maybe once to show a car, a dealer will show 5 or more cars. I hope this makes things a little more clear.
