Bingo Game (simplified)

I would like an 'editor' and a 'player' for a bingo game. The output of the editor is a data file that can be read by the executable bingo game. Both the Editor and the player should be executables for PCs (i.e. .EXE) The Bingo Player executable should allow the user to randomize the squares, click on squares as they get called out. However, the squares will also be right-clickable. Right clicking on a square puts text about the square, which may include a hyperlink, into a text panel next to the bingo board. It should also allow the user to print out randomized bingo cards in pamphlet form (more on that later). The editor is simply a table. One column will have the picture or text that should be in each square. The next column will have the text that will come up when you right click on a square. As an example, I use the editor to make an executable with pictures or animals, or just the word like "dog". The kid walks around a zoo with his bingo card that he printed from the executable (or with a laptop with the bingo executable running) and left clicks on the square as he passes the correct animal. He can right click on any square to get information about that animal. The editor can be used to make bingo out of anything. If there are more entries in the table than there are squares in the bingo card (the bingo executable will always use a 5x5 grid), then it should know to fill it randomly from all the available entries.
