I need to convert an older Pascal-7 program source to Delphi 5 or 7 source code. The program is relative simple for a true Pascal programmer in that it connects through standard serial communications as well as a modem with another proprietary computer system running a form of basic52. The capabilities include read/write to a stored parameter file, it reads and displays some real-time values when connected, downloads stored data and can do a partial least squares analysis on the data. The program functions and runs well in windows 3.1 through XP without any major problems; the reason for the change is that I need to give it a face lift with the look and feel of a typical XP and w2000 program and be able to maintain it and also key is to inherently take advantage of the 32bit directory structures and break the old 8 character limitation on file names. The coder must be fluent in reading and writing core Pascal, and preferably be rehearsed in both Pascal7 and Delphi7. There are about 40 small units in the original program, but as you might expect as Pascal7 a huge part of the old code is designated to building the GUI. Coder must be able to distinguish between the core code and the working code to be able to move code to Delphi 5-7, timely and without a lot of assistance. I am not looking for a real fancy GUI, simple is fine. I would consider the use of some external components if requested, after I review any required licensing.

1) Provide complete and fully-functional working program in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
