CSV import and translation to Joomla+VirtueMart tables

We need to import this CSV file [url removed, login to view]

into a Joomla 1.5 + VirtueMart Tables

at a first analysis CSVImporter (VirtueMarts's suggested CSV importer) doesn't seem to fit the job (but we could be wrong):

has more ore less been settled and partly pseudo-coded (Request it and it will be sent)

We need somebody who could code it.

It would be great, but not extremely necessary, to have a joomla component to do the job or have a way-interface in which to personalize some parameters of the process (ie adding distributor markup to the incoming csv product price). In alternative an xml file that can be uploaded via ftp.
