Configure PHP Smarty3 and Codeigniter application to work with WAMP

An existing project that is running on a hosted platform is being moved to a local PC running WAMP for development.
It is a Codeigniter framework using Smarty3. Trying to run locally after setting the appropriate configurations the follow error is occurring:

Requirement: To get the application to successfully run locally.
PLEASE NOTE: You will need to remotely access the computers for configuration using Teamviewer and must be during the day hours of GMT+10 (Australia, QLD).
