Need software created to Display RSS feeds on my website, plus more...

I need a simple software program created that will allow me to enter a text file of keywords into the program. The program will then use 2 templates that are precreated, and contain "variables" within the template. The software program will create 1 webpage per keyword, based on the pre-defined html template that is given. In this template is a variable where I would want to display RSS based on the keyword the page is created on. It should be pretty simple and straightforward. I already have the templates created for you. The interface would simply be a screen with various input textboxes where I would enter the location of my 2 template pages. And also the text for the various variables that are inserted into the templates. If this is something you can do, then please contact me ASAP. I need to get this application finished very quickly.
