Calculating Dominate Cycle using MEM

I am using code from Numerical Recipe in C++ and have already gotten memcof ,evlmem and fixrts working. My problem is I need an explaination which explains how to use these functions to produce the dominant cycle .

EvlMem is called in a loop . The first argument of this function is called from 0 to .5 in steps of .5/16 . This produces the spectrum. How does the loop we call EvlMem in and the spectra produced relate to being able to define the current dominate cycle in bars.

I would like a Written explaination of how to use the functions in Numerical Recipes in C++ to find the dominate cycle.
