Complex Apache & .htaccess troubleshooting

We have a new website that is using the Rain TPL PHP templating system. We have written several .htaccess rules that were working, however something is broken. I need to work with someone with advanced apache and .htaccess experience. You will be working with a very skilled developer and we need to work on this today.
