Correct site to adhere to CSS standards and template using includes

Update the web site to adhear to CSS and encoding standards, while using a template with includes. Only the internal links are part of the bid.[ [login to view URL]][1] Requirements Create a template page, using includes, for at least the <header> <Content> and <footer>? and others as needed. Remove the tables and update the pages to adhere to either transitional or strict encoding. Condense, optimize and where possible, move the rollover code to the css file. Optimize and correct the css file and pages, using appropriate divs and coding. All presentation type of coding should be located in the css, not the html files. Thanks
