CMS Voucher White Label Site Required

We require a discount / voucher themed website that can be fully content managed by us.?
We want the site to be in the style of [url removed, login to view] and? <[url removed, login to view]>? and we need to be able to update and add/delete offers with ease, as well as add / edit pages all via the CMS.
The site will also include banner advertising management and business listings which can be managed by the CMS.?
Also business listing customers and banner advertisers also need to be able to login to their own private section to edit their own listings.
We already have an existing business listing database with up to 5000 entries which needs to be imported into the new site. We also have roughly 300 adverts with graphics which need to be added to the site too.
There also need to be a search functionality in the site whereby visitors can search for a business in their local area.
The design will be given as a PSD and you must be able to implement it into the site.
We also require the site to be easily white labelled, so that we can brand a copy of it for other customers / companies. We require the white labelling process to be a feature of the CMS or at least create an easy way for this to be achieved as there are potentially hundreds of companies that may want it.
In regards to the white label sites; we need to be able to update the content on the 'parent' site, and the content be instantly updated on all of the white label sites too.?
However, we also need to be able to exclude certain content on some of the white sites, or add additional content without it effecting the other sites connected to it.
Please note that all of the sites need to be password protected. This is another feature which we need to be able to manage via the CMS.
We are open to the software you wish to use; whether you wish to use CubeCart, WordPress, Joomla or an existing CMS system, or whether you wish to write your own. However, it does have to fulfil all of the criteria above.
