Building a ''Buy Lottery Tickets Online'' website

I want to bulid a website for users to buy lottery tickets over the internet. I live in Texas. so It will be easier for me to manage Texas Lotteries(we have Texas Lottery and Mega Million, these two are the must) the winners will be the one who come up with the best logics to make this feasible and come up with most options and kinds of lotteries I can sell over the internet 1)you will have to do the research for all the legal related issue. For example, how to sell tickets over the internet or be a selling agent. How to receive money from the users and how to send money to users. 2) It has to be easily upgradable. a. easy to change to service fee. b. easy to add more kinds of lotteries. 3)for ongoing sale, subscription option is a must. when user want to to buy lotto on regular basis, website purchase lotto on days and numbers that user specifies. 4)if won, should send an email informing them of the lottery they played, the drawing date, the estimated jackpot size, their numbers, the winning numbers,the matching numbers, and the amount won. If not won, user will also receive an email stating as such 5)must look very professional 6)you will be resposible for every modules for this site to work such as database, code, desigin, legal issue, and etc 7)user will be able to choose numbers or the site will generate the numbers for users 8)please refer to existing website for reference such as [login to view URL] ps.a file will be attached soon to list more details ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform language or database has to be common enough so that I will not have problems updating later. Preferable, c# and SQL. but as long as you can come up with robust and easy to manage and upgrade website, it does not matter
