Develop a Hybrid application

I require someone to develop a hybrid application using Whatever technology they think suits best. For this project - you will be doing: 1. Prototype / layout / Wireframes / Design 2. Develop the application using any of the hybrid platform 3. You shall take care of everything from scratch - no previous files, server or anything provided. What we require: 1. We need an app which should be a Roadside Assistance App - Similar to [login to view URL] - [login to view URL] 2. User App and Driver app should be different. 3. User will be Signing up with Phone number or Facebook 4. Drivers can sign up from their "Driver App" but We need to approve in the backend 5. When User is creating a pick up request, He/She should select their current location or even better auto locate them using GPS. 6. The Pick up request should include their - "Location" "Problem" "their preferred drop off location to any garage / service center - the design / layout should be like "GoGoVan" [login to view URL] 7. The order should be automatically sent to all the nearby drivers (like UBER) and they should have 1 min to accept or reject. We need a feature where some selected (Paying) drivers will get priority to pick up orders - if they dont - other non paying drivers can. 8. We should show the location of the driver while he is coming to tow the car. 9. We need the users to either pay using Credit Cards or pay cash to the driver. (we need to set aside our fee on top of what users will charge) 10. Drivers can assign their service and service fee when signing up. 11. I have pricing data - which calculates fees from one city to another (in excel format) + we need to charge extra for Night Service, Holidays, Bad Weather and such 12. There should be Reviews for both user and driver 13. Another feature will be recommending the users to pick the garage / service center. This will be added by us through the country and if The user selects a recommended center - they should receive an email or text informing them the arrival of that car and its problem and they should be prepared. 14. Everything about the app should be managed through a web based platform. 15. Multiple Languages 16. Payment gateways - please suggest which ones? PayPal maybe? 17. The app needs to be very minimalist and clean - easy to use. 18. The app should be able to work in different countries. - I should be able to add/edit/delete cities, countries from the app. Timeline for this app is MAX 8 Weeks / 2 months You should send me the Designs before actually developing. We require you to work honestly on this project - if for some reason, you are not able to finish the project, Please do not let us know at the last min or fake promise. We got this project delayed for 9 months and the developer has NOT completed nor is returning our money. Just to make sure you have read this: when bidding and sending me a proposal - Type "Pizza" in the first line. We will set milestones for each task and release once satisfied, Please dont force us to release without completing.
