Data recovery Samsung Galaxy S4 mini

I have sinked my cellphone in a pool for less than a minute and it is not working anymore. I have taken it to various mobile phones services and it looks that they cannot do anything. The mainboard has been touched by water and the phone would not start (probably a short-circuit happened), however the hard-disk of the phone is intact as I understand. I am looking to recover cotnacts and pictures from the phone. It looks like one last solution might be transferring the hard-disk of teh S4 mini on a similar working device to recover the data...Please respond if you think it is possible with proposed plan, and requirements (you should be based in Bucharest or another city in Romania)
