Create WebView app for Apple and Android

We have an existing HTML 5 mobile website that we are wanting to make available through the Apple and Android app stores. We do not want a full site rewrite or anything similar, we just don't have the know how to publish through the app stores, but from my limited knowledge I m hoping we can just use the webview to show our current site. Current site is written with BootStrap and jQuery. The app needs to be able to accept push notifications, which is the reason we now need to publish as an app. We would want the app to register for notifications when it is installed, then pass the deviceToken straight to a URL which would then display the content. Our site will then handle storing the deviceToken and doing the notifications. A notification while the user has the app running will just pop up a message box, it does not need to redirect or anything like that. The notification service we are using is Parse. Any site display issues will be handled by us - its only the app that we need from you. The device should be able to be rotated in either portrait or landscape, not fixed. I know little about this, which is why I am publishing the job, but I assume it will be done with XCode? and Android Studio? Whatever the product you must provide the project files, and give us easy instructions or help on how to submit to the app stores.
