Create a Mobile Website

Hello, I want a mobile website:
1. Upon accessing the website window pops up to confirm your email for newsletters or with option to quit (Emails must be stored somewhere for me, you will have to explain that for me Im newbie with websites)
2. Website contains only 2 pages (Home main page and "referral page"). In home page there will be a picture, some text and a buy button that redirects to a platform like shopify, In "referral" page there should be a form to type in their email address and write some text in the text box and send it to me.
Website has to be mobile friendly, not necessarily desktop friendly.
I am not fully decided on the theme and graphics of the website but they would be very basic.
