Create Android code library to process jpg 2 images

I need an image aligning algorithm to be coded up for the Android platform. A full description of the algorithm (along with some c++ code) can be found here: [login to view URL]~lizhang/courses/cs766-2010f/projects/hdr/[login to view URL] You need to deliver code to implement a function which takes as parameters two byte arrays (jpg data of the two images), two ints (for how much the second image needs to be moved left/right/up/down to be aligned with the first image, ie something like: void GetTranslationToAlign( jpgImage1[] byte, jpgImage2[] byte, Integer dx, Integer dy); Read the paper for full details, however as a quick summary you will need to know how to convert jpg data to greyscale bitmaps, how to convert to monotone, resize bitmaps, and perform AND and XOR operations across the two images. I have attached two sample images that need to be aligned that you can test against.
